Notice 5: Rules of the Official Register

Official Register

The Official Register of the Velocity Interoperability Network gives notice that the Rules of the Register are made with effect from 6 September 2026. The Rules govern the deposit of instruments, the making of entries and the publication of notices, and bind every body that deposits an instrument for entry.

Under the Rules, an instrument may be deposited by the Ministry, by a department or office of the Network, by a designated shared service, or by any other body on which the Ministry has conferred authority to make notices. An instrument must state the body making it, the authority under which it is made and the date on which it was made and, where it is to take effect on a day later than its entry, the date of effect. It must be signed on behalf of the body making it and be sent to the Register as a single document.

Entries are numbered consecutively in the order in which they are made, in a single sequence that does not restart with the year, and each entry is dated the day on which it is made. An entry is not altered after it is made. An error in an entry is corrected by a further notice, which refers to the entry it corrects and is itself entered and numbered in the usual way. A notice is cited by its number and the year of its entry, for example Notice 5 (2026).
