About the Register
The Official Register of the Velocity Interoperability Network is the authoritative record of the notices, decisions and adopted standards versions of the Velocity Interoperability Network. A notice has effect in the Network from the date it is entered in the Register, and where any other publication differs from the Register, the Register prevails.
The Register was established by Notice 1 on 6 September 2026 and is kept under the Rules of the Register made by Notice 5. Entries are numbered consecutively in the order in which they are made, in a single sequence that does not restart with the year, and each is dated the day of its entry. An entry is never altered or removed; an error is corrected by a further notice.
What the Register records. Entries fall into four kinds.
- Notices
- Instruments of general application made by the Ministry, a department or office of the Network or a designated shared service. A notice has effect from the date of its entry unless it provides for a later date.
- Decisions
- Designations, appointments, directions and other decisions of a body of the Network that are required to be recorded or that the body wishes to have effect from a fixed date. A decision is entered as a notice and numbered in the same sequence.
- Standards versions
- The adoption of a version of a standard in the VIN series. A version takes effect in the Network only when a notice of its adoption is entered; the text of the standard itself is published by the Developer Portal.
- Corrections
- A further notice correcting an error in an earlier entry. The original entry is not altered; the correction refers to it by number and year and is itself entered and numbered in the usual way.
Who keeps the Register. Three parties take part in the making of an entry.
- The Ministry
- The Register is maintained by the Ministry of the Velocity Interoperability Network, which confers the authority to make notices and decides any question referred to it about a refusal to enter an instrument.
- The Registrar
- Appointed by the Ministry under Notice 6, the Registrar keeps the Register day to day: receiving deposits, examining instruments as to form, numbering and dating entries and publishing them on this site.
- Depositing bodies
- The Ministry, the departments and offices of the Network, the shared services designated by Notice 3 and any other body on which the Ministry confers authority. Only these bodies may deposit an instrument for entry.
Related records of the Network. The Register is distinct from the Member Registry, which lists the member organisations of the Network with their keys and certification status, and from the National Archive, which preserves the permanent records of the Network and receives a copy of every entry made here.
