History of the Register
The Official Register of the Velocity Interoperability Network is a young institution: every entry it holds was made on the day of its establishment. The milestones below record how the Register came to be and will be extended as further entries are made.
Before September 2026
No common record
Before the Register existed, the bodies that would become the Network recorded their decisions separately and in differing forms. There was no single place in which a notice could be found, no agreed way of citing one and no certain means of establishing the date on which it took effect.
6 September 2026
Register established
Notice 1 established the Official Register of the Velocity Interoperability Network as the authoritative record of the notices, decisions and adopted standards versions of the Network. From that date an entry has effect from the day it is made, and the Register prevails over any other publication.
6 September 2026
Standards adopted and shared services designated
Notice 2 adopted version 1.0 of standards VIN-1 to VIN-5 as the binding interoperability standards of the Network, with a transitional period for existing systems to 1 March 2027. Notice 3 designated the identity service, the member registry, the developer portal and the support service as shared services of the Network.
6 September 2026
Departments recorded, Rules made, Registrar appointed
Notice 4 recorded the establishment of the departments of the Network. Notice 5 made the Rules of the Register, governing deposit, entry, numbering and correction. Notice 6 recorded the Ministry's appointment of a Registrar to keep the Register on its behalf.
6 September 2026
Direction to deposit founding instruments
Notice 7 directed every department, office and shared service to deposit the instrument by which it was established and every standing decision of general application, for entry, by 1 December 2026.
6 September 2026
Official website launched
The Register launched register.gov.vin, carrying every entry, the table of adopted standards versions, the procedure for depositing records and guidance for readers of the Register.
Forthcoming
Founding instruments deposited and notification service
After 1 December 2026 the Register will publish a list of the deposits received under Notice 7 and of any body from which none has been received. A service by which subscribers are told of new entries by email is planned and will be announced by notice.
Every entry referred to above may be read in full under Notices. For the Register's present responsibilities and the bodies that keep it, see About the Register.
