Depositing Records

A department or office of the Network, a designated shared service or another body with authority to make notices deposits an instrument with the Register in order to have it entered. This page sets out what may be deposited and how. Member organisations and members of the public cannot deposit instruments, but may write to the Register with a question about an entry.

What may be deposited. The Register accepts the following kinds of instrument.

Notices
An instrument of general application made within the scope of the depositing body's responsibilities. The instrument must state the authority under which it is made.
Decisions
A designation, appointment, direction or other decision that the body is required to record, or that it wishes to have effect from a fixed date. A decision is entered as a notice and numbered in the same sequence.
Standards versions
A notice adopting, superseding or withdrawing a version of a standard in the VIN series. It must state the identifier, title and version number of the standard and any transitional arrangement. The text of the version must already be published by the Developer Portal.
Corrections
A notice correcting an error in an earlier entry, identifying that entry by number and year and setting out the correction. The original entry is not altered.
Statements under Notice 7
A statement by a department, office or shared service that it has taken no decision of general application, deposited in place of such decisions under the direction in Notice 7 (2026). Statements are due by 1 December 2026.

How to deposit. The steps below apply to every kind of instrument.

  1. Step 1: Confirm your authority to deposit

Only the Ministry, a department or office of the Network, a designated shared service or a body on which the Ministry has conferred authority may deposit an instrument. The instrument must itself state the authority under which it is made. An instrument from any other source is returned without entry.

  2. Step 2: Prepare the instrument

Set out the title, the body making the instrument, the authority under which it is made, the date on which it was made and, if it is to take effect later than its entry, the date of effect. Follow with the text in numbered paragraphs. Sign it on behalf of the body. Send it as a single document; annexes are entered as part of the instrument.

  3. Step 3: Send it to the Register

Email the instrument to the Register at the address given below, with the subject line Deposit for entry and the name of the depositing body. Send one instrument in each message. The Register does not accept deposits by any other means.

  4. Step 4: Receive acknowledgement

The Register acknowledges receipt on the working day on which the message is received or on the next working day. Acknowledgement confirms receipt only; it is not entry, and the instrument has no effect until entered.

  5. Step 5: Answer any query as to form

If the instrument is not in order, the Registrar returns it with reasons. Correct and resend it. The date of entry is the date on which an instrument in order is received; a refusal may be referred to the Ministry, whose decision is final.

  6. Step 6: Receive notice of entry

The Register tells the depositing body the number and date of the entry and publishes the notice under Notices on the same day. Check the published entry. If an error is found, deposit a correcting notice; the entry itself will not be changed.

Deposits and enquiries about the procedure are sent to contact@register.gov.vin. What happens to an instrument after it is received is described under How notices are published. A body adopting a standards version should first check the table of Standards versions so that the new notice states correctly which version it replaces.
