Notice 2: Adoption of Standards VIN-1 to VIN-5, Version 1.0

The Defence Department of the Velocity Interoperability Network, acting under the authority conferred on it by the Ministry, gives notice that version 1.0 of the following standards is adopted with effect from 6 September 2026: VIN-1 (Interoperability Baseline), VIN-2 (Identity Federation), VIN-3 (Incident Reporting Format), VIN-4 (Registry Data Model) and VIN-5 (Message Envelope).

Systems connected to the Network must conform to the adopted standards, and the organisations operating them must declare their conformance to the developer portal, which records each declaration. Every connected system must conform to VIN-1 and VIN-5; the remaining standards apply to systems that perform the functions they describe. A system in use on 6 September 2026 that does not conform may continue in use until 1 March 2027, after which it must conform or be withdrawn from the Network.

The text of each standard is published by the developer portal. A later version of a standard takes effect only when a notice of its adoption is entered in this Register; until then the version recorded here remains in force.
